Today we mark a great start for Pennyroyal (Gibraltar) Limited by signing this important Engineering, Procurement and Construction Agreement. The signing of the EPC agreement is a major step towards starting the engineering, procurement and construction works for phase 1 of the project.  

We are so proud to celebrate this significant milestone in a project that will showcase our aspiration and commitment to Zanzibar.  The Construction of our prestigious 411ha project at Matemwe will adamantly contribute hugely to the overall economic growth and social development of Zanzibar through tourism sector and real estate investments.

LADIES AND GENTLEMEN,

This contract has a value of 330 millions United State Dollars and involves the construction of 1900 luxury villas, 3,500 apartments, residential complexes, 5 – five star hotels, marina, luxury islands, golf course, 100,000 square meters of retail space and other related services and facilities amongst many other featured luxury attractions that will embrace a prime 4km stretch of Zanzibar coastline.   Once the project is complete, it will create more then 2000 jobs for Zanzibaris. The project will adopt stringent environmental norms, international environmental best practices and mitigation measures with highly efficient machinery and state of art technologies to safeguard the land and marina environments in accordance to E.I.A Certificate and its terms & conditions and the environmental report.

Besides the long-term economic impact the project will bring, Pennyroyal has already established a Corporate Social Responsibility component for the project, namely ‘Best of Zanzibar”.  Through Best of Zanzibar initiatives, we are planning to support the communities in education, training, sustainable farming and community outreach programmes.  These are a few of the many benefits that Pennyroyal expects to deliver to the local area.

Let me take this opportunity at this juncture to sincerely thank His Excellency Dr. Ali Mohamed Shein and the entire Revolutionary Government of Zanzibar for their outstanding support throughout the course of establishing this endeavour and the facilitation provided to Pennyroyal.  The special executive committee appointed by His Excellency the President of Zanzibar to assist the development of Amber Resort project has been instrumental and exceptional in helping to secure the necessary guidance, permissions and documentation required to help create one of Zanzibar’s largest and systemically important project in the island’s history.

This landmark event today firmly sows the foundations of one of the largest ever private investments in Zanzibar and demonstrates Pennyroyal’s resounding confidence in the future of tourism and real estate investment on the island. 

The 16 year construction agreement with MCC OVERSEAS, a fortune 500 company and one of China’s leading multi-disciplinary companies, is a further confirmation of the long and fruitful relationship between China and Zanzibar. The partnership with Pennyroyal demonstrates a clear vision and commitment by MCC OVERSEAS to bring their wealth of experience in innovative large-scale construction as a top global contractor to a local community.
