Abstract: Over the past decade, Zanzibar has been striving to achieve Education for All (EFA); goal set in Dakar, Senegal in April 2000. Various sector plans have been developed including the Zanzibar Education Master Plan (1996 – 2006), the 2006 Zanzibar Education Policy and the Zanzibar Education Development Plan (2008 – 2016).

The purpose is to articulate issues and strategies to achieve the set out EFA goals by 2015. The EFA initiative is nearly coming to an end; hence the need to measure and evaluate progress of the set EFA goals cannot be over emphasised as it facilitates and guides the formulation of evidence-based policies and target interventions.

The Zanzibar EFA End of Decade Assessment Report has been prepared in July 2014. The report identifies progress and challenges in the implementation of the EFA goals taking a closer look at the issues of disadvantaged population and articulates the progress made in EFA interventions since 2000.

The report also made appropriate recommendations on interventions to enhance achievement of EFA goals by 2015. The presentation aims to share key achievements, challenges and recommendations put forward that act as a milestone to informing education reforms in Zanzibar and in the achievement of Vision 2020. The Zanzibar Education for All Priority Action Points will also be explored.
