 PROVISION OF CONSULTANCY SERVICES FOR REDEVELOP FUND MANAGEMENT INFORMATION SYSTEM TO INCLUDE NEW REQUIREMENTS

1.      Zanzibar Social Security Fund has set aside funds for the operations during the financial year 2016/2017, and intends to apply part of the proceeds of the fund to cover eligible payment under the contract for consultancy services the Provision of consultancy service redevelop the Fund Management Information System to include new requirements.

2.      The Zanzibar Social Security Fund now invites proposals to provide the following consulting services in redevelop the Fund Management Information System to include new requirements. The description of the services are as follows:-

·         To review the existing Fund Management Information System (FuMIS) on each of the six modules and to identify areas of improvement in accordance with the Funds requirements.

·         To collect user requirements, guided by the review of the existing system, user expectations and the ZSSF Act.

·         To update or include new parts on the existing software so that to enhance functionality based on requirements.

·         Improve report generation of the system to include new reports as needed and to update already existing reports.

·         To consider all required general stuffs of the systems these includes appearance, security, speed, connectivity and etc.

·         To train end users and to provide after sales support during the liability period.

 More details on the services are provided in the Terms of Reference.

3.      A firm will be selected under QCBS and procedures described in this RFP.

4.      A complete set of RFP in English may be issued to the consultants upon payment of a non-refundable fee of Tanzania Shillings Fifty Thousand Only (TZS 50,000). Payment should be by banker’s cheque or cash paid to the following account detail of Zanzibar Social Security Fund:

5.      Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Secretary, Tender Board P.O.BOX 2716, Kilimani, Mnara wa Mbao from 8.30 to 15.30 hours on Mondays to Fridays inclusive except on public holidays.

6. All tenders in one original plus two copies, properly filled in, and enclosed in plain envelopes must be delivered to the address below at or before 11.00 am Tuesday 16^th May, 2017. The outer cover shall be clearly marked “REDEVELOP FUND MANAGEMENT INFORMATION SYSTEM TO INCLUDE NEW REQUIREMENTS PROPOSAL NO. ZSSF/2016/2017/C/07”.

7. Tenders will be opened promptly thereafter in Public and in the presence of Tenderers’ representatives who choose to attend in the opening at the Conference Room, ZSSF Building, Kilimani Mnara wa Mbao Zanzibar.

8. Late Tenders, Portion of Tenders, Electronic Tenders, Tenders not received, Tenders not opened and not read out in public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
